The Board recognizes that the safety, and more generally, safety in public schools is of paramount importance. The Board further recognizes that, based upon the special relationship between the schools within the district and students, it has an obligation to protect and otherwise arrange for the prudential safety of students and staff. As such, the Board has a duty and the authority to reduce the risks posed to its school communities. Pursuant to N.H. Code of Administrative Rules 302.02 and 306.07 and RSA 194-C:4(II)(j) which require the Board and Superintendent to provide for safe school environments, it is the policy of the Hampstead School District that firearms and weapons not be permitted in restricted areas during school-sponsored activities or any time while school is in session. New Hampshire is one of only three states, with Hawaii and Wyoming being the other two, that does not have a law prohibiting firearms on school property. By adopting this policy, the Hampstead School District joins all school districts in 47 states and the District of Columbia that have chosen to prohibit firearms on school property. The policy was adopted by the School Board at last night’s meeting and took effect immediately. It is supported by the Hampstead School Board, the Superintendent of Schools, Hampstead Administrators, the Hampstead Policy Committee, and Hampstead Chief of Police Joseph Beaudoin. I am pleased to work for a school district that places the safety of students and staff at the forefront of school operations, even when doing so could have political ramifications. Furthermore, the legal assistance we received on this matter from Attorney Dean Eggert of Wadleigh, Starr, and Peters has been exemplary; the district is fortunate to have such a qualified firm in navigating this important issue. – Dr. Earl Metzler Caitlin Parnell, Hampstead School Board Chair Karen Yasenka, Hampstead School Board Vice Chair Dr. Earl Metzler, Superintendent of Schools October 23, 2019
